Bowes Parish council – Parish Clerk Vacancy
Bowes Parish Council invites applications for a salaried position of Parish Clerk. The successful candidate must be computer literate and familiar with basic accounting, VAT and PAYE.

Salary
SCP 5-6 (£12.21-£12.42 an hour) paid quarterly in arrears
Hours
Approximately 4 hours per week, based in your own home. The Parish Council meet once a month on a Tuesday evening, 7:30pm – 9pm. The AGM and Annual Parish meeting is held on a Tuesday evening, annually each May, starting at 7pm.
The successful candidate will work in conjunction with the retiring clerk until 30th Sep 2024 before taking over on 1st Oct 2024.

Job description/person specification
As Clerk you will undertake a wide set of duties and responsibilities including but not limited to:
- Updating of the Parish website with all statutory information
- Communicating with all partnership organisations and members of the public
- Preparing agenda and minute taking at Parish Council meetings including the AGM and the Parish Meeting
- Management of accounts, including maintaining financial records, banking on-line, preparing invoices, banking money/cheques, and the preparation of budgets for the Parish Council
- Preparing the Annual Governance and Accountability Return
- Preparing and submitting applications for grant funding
- Playpark – keep in contact with our Service Level Agreement provider
- Cemetery, including the sale of plots to interested parties as well as
corresponding with funeral directors. Death certificates to be sent to the relevant registrars. The cemetery plot list and plan must be kept up to date. Sales invoices will need raising and outstanding amount chased.
- Allotments – allocating and charging for allotment plots annually and administering the waiting list.
- Annual VAT returns
- Monthly and annual PAYE return
- Support Councillors through the elections, working with Durham County Council.
- Willingness to attend training courses on behalf of the Parish Council
- Additional activities and responsibilities at the request of the Parish Council
Essential criteria:
- Excellent admin and communication skills
- Good organisational skills
- Experience in preparing agendas and minutes of meetings
- Experience in financial accounting
- Experience in use of IT including email and internet
Desirable criteria:
- Previous experience as Parish Clerk or similar position
