VACANCY FOR A PARISH CLERK

Hedleyhope Parish Council wish to appoint an experienced Parish Clerk.

Salary Point: SCP6 £11.42 per hour (£21,968 pa pro-rata rate)

Working Hours: 7.5 hrs per week from home (to be reviewed after 3 months)

Responsible to: The Parish Council

We are seeking a part time Clerk to work 7.5 hours per week in support of the Parish. Hours are flexible and can be worked from home to suit the post holder (appropriate allowances and expenses will be paid). The Clerk will be expected to attend monthly Parish Council meetings which are held in an evening in East Hedleyhope (mileage will be paid). The Clerk is responsible for ensuring the Parish Council’s functions are carried out efficiently and in accordance with the statutory duties as required of a local authority.

 

As Clerk you will undertake a wide set of duties and responsibilities including but not limited to:

 

  • Updating of the Parish website with all necessary information
  • Communicating with all partnership organisations and members of the public
  • Preparing agenda and minute taking at Parish Council meetings including the AGM
  • Management of accounts, including maintaining financial records, banking on-line, preparing invoices, banking money/cheques, reclaiming VAT and preparation of budgets for the Parish Council
  • Preparing the Annual Governance and Accountability Return
  • Preparing and submitting applications for grant funding
  • Responsibility for annual checks of equipment
  • Point of contact for village hall management including risk assessments
  • Willingness to attend training courses on behalf of the Parish Council
  • Additional activities and responsibilities at the request of the Parish Council

Essential criteria:

  • Excellent admin and communication skills
  • Good organisational skills
  • Experience in preparing agendas and minutes of meetings
  • Experience in financial accounting
  • Experience in use of IT including email and internet

Desirable criteria:

  • Previous experience as Parish Clerk or similar position
  • Hold or studying towards CiLCA (Certificate in Local Council Administration) Qualification
