An Introduction to Planning

The session will provide an overview of the planning system to equip councillors in understanding the roles and responsibilities of parish councils in the planning system but also appreciating the role of local plans (countywide or principal authority wide plans and also neighbourhood plans), the significance of national planning policies/framework, developer contributions (section 106 and Community Infrastructure Levy) and with guidance on how to effectively respond to planning applications which your council will be consulted on.
Our presenter will be
Andrew Towlerton. Andrew is a qualified and experienced planner who has held senior positions in the public and private sector. He is also a parish clerk so understands parish and town councils well and is passionate about helping equip local councils to obtain the best results from the planning system. He is a member of Royal Town Planning Institute (RTPI). He runs an independent planning consultancy based in South Yorkshire
